Victoria tightened its rental safety rules, and the electrical side now applies to every residential rental, not just leases signed after 2021. If you own a rental in Ballarat, here's what you need to know.
The two-yearly electrical safety check
Rental providers must make sure an electrical safety check is done at least every two years by a licensed or registered electrician. According to Tenants Victoria, you must:
- keep the latest check record until the next one is done, showing the electrician's name, licence or registration number, the date and any outstanding recommendations
- tell renters the date of the last check before they sign
- give renters a copy within 7 days if they ask in writing
- arrange the check as soon as possible if it has lapsed
What the electrical safety check covers
A licensed electrician inspects and tests the installation, including the switchboard, safety switches (RCDs), power points, light fittings, visible wiring and fixed appliances, and records anything that needs attention. In Ballarat's older rentals, the most common findings are old ceramic fuse boards and circuits without safety switch protection. If that's you, a switchboard upgrade (from $980 + GST) usually fixes it in one go.
Smoke alarms: tested every 12 months
Smoke alarms must be correctly installed, working, and tested at least every 12 months following the manufacturer's instructions, with batteries replaced as needed. If an alarm isn't working or hasn't been tested in over 12 months, the renter can request an urgent repair and the rental provider must act immediately. Hardwired alarms must be repaired by a qualified person. We handle smoke alarm testing, replacement and compliance across Ballarat.
Do it all in one visit
We can do the electrical safety check, smoke alarm testing and any repairs on the same visit, and give you the paperwork for your records. If you're also preparing for the 2027 rental heating and cooling rules, we can quote a split system at the same time.
This is general information, not legal advice. For your specific obligations, check Consumer Affairs Victoria.
